IHL & Wargaming
International Humanitarian Law protects human dignity in armed conflict. It exists because even in the darkest moments of war, humanity must prevail.
Learn why these rules matter — and how wargaming can help you understand, apply, and teach them.
The Foundations
At the heart of International Humanitarian Law are three interconnected principles. Together, they form the legal framework that governs the conduct of hostilities.
These principles derive from the Geneva Conventions of 1949 and their Additional Protocols of 1977, ratified by virtually every state in the world.
The Gap
Traditional IHL education produces lawyers who understand the law. Scenario-based training produces practitioners who can apply it under pressure.
The Bridge
Wargaming bridges the gap between legal theory and operational practice by placing learners inside the scenario — not outside it.
Reading case law
Building the scenario yourself
Memorizing articles
Applying principles under pressure
Analyzing past conflicts
Making decisions before consequences unfold

The Mission
Situation
A hostile sniper is engaging friendly forces from the rooftop of a functional hospital. Blue forces are taking effective small arms fire from St. Thomas Hospital. Intelligence confirms it is a lone sniper. The hospital is operational with patients inside.
Rules of Engagement
1. Self-Defense is authorized.
2. Do not target medical facilities unless they are being used to commit acts harmful to the enemy.
3. Verify target before engagement.
Learning Objectives
A High-Value Target moving through a dense market area approaching a tunnel. Time-sensitive decision under IHL constraints.
The enemy uses the city power grid to power their air defense network — but the same grid powers civilian water treatment.
